西オーストラリア州再発見と日豪の未来
【パースとの出会い】
私がパースという名前を初めて耳にしたのは、かつて日曜日の朝に放送されていた紀行番組「兼高かおる世界の旅」でした。約150カ国を取材し、地球を180周もしたこの番組では、ジャーナリストでありディレクター兼プロデューサーの兼高さんがナレーターを務め、旅行の様子や美しい街々を紹介していました。海外旅行番組の草分け的存在であるこの番組で、パースは「世界一美しい街」「世界一住んでみたい街」と評され、そのキャッチコピーがパースの代名詞として定着しました。
私が大学生だった時、東京から中高校時代を過ごした故郷鹿児島に帰省した際、西鹿児島駅（現鹿児島中央駅）から伸びる大通りには「パース通り」という愛称がありました。これは、南緯32度の「ひかりの街」パース市と北緯32度の「太陽と緑の街」鹿児島市が姉妹都市になったことを記念して名付けられたものです。時が経ち、国際社会において日豪関係は大きく変わりました。今回のブログでは、西オーストラリア州に焦点を当てました。
【Encounters with Perth】
The first time I heard about Perth was on the travel show ‘Kaoru KANETAKA’s World Journey,’ which used to air on Sunday mornings. Journalist, director and producer KANETAKA narrated the programme, which covered some 150 countries and circled the globe 180 times, describing her travels and the beautiful cities she visited. In this pioneering overseas travel programme, Perth was described as “the most beautiful city in the world” and “the city I would like to live in” and these phrases have become synonymous with Perth.
When I was a university student returning from Tokyo to my hometown of Kagoshima, where I spent my junior and senior high school years, the main street from Nishi-Kagoshima Station (now Kagoshima Chuo Station) was nicknamed “Perth Street”. This was named to commemorate the sister city relationship between Perth, the ‘City of Light’ at 32 degrees south latitude, and Kagoshima, the ‘City of Sunshine and Greenery’ at 32 degrees north latitude. Over time, the relationship between Australia and Japan has changed dramatically in the international community. This blog focuses on Western Australia.
【Perth2024】
オーストラリアは世界有数の石炭産出国であり（2022年度調べで世界第5位）、これまで環境政策において遅れを取っていましたが、2022年5月の政権交代により大きく変わりました。世界最高値の再エネ導入目標を掲げ、その野心的な目標を実現するための主要政策を打ち出し、再エネや蓄電設備、水素などの事業計画が次々と登場しています。現在30％程度の再エネ比率を2030年度までに82％に引き上げる計画です。これはドイツが掲げる2030年80％削減目標を超えるものです。また、石炭火力発電は2040年までに廃止する方針です。資源大国オーストラリアは再エネ導入目標でドイツを抜き世界トップに立ちました。1997年からオーストラリアウォッチャーとしてこの国を見てきた私からすると、「脱炭素フロントランナー」になることは、国民のライフスタイルや考え方から見ても自然な流れだと感じます。
西オーストラリア州がその先導役です。新型コロナ感染症が収束しつつある中で、他州が国内移動規制を撤廃した後も、「新型コロナウイルス・ゼロ戦略」方針を継続していた西オーストラリア州ですが、現在はパースを含む州全体が国の経済発展を牽引しており、その進展は目覚ましいものがあります。天然資源に限らず、産業界のイノベーションも活発に行われています。昨年末には成田からパースへの直行便（全日空）が再開され、日本と西オーストラリア州の関係は今後さらに強化されると予想されます。
Australia is one of the world’s leading coal producers (fifth in the world according to 2022 research) and has lagged behind in environmental policy, but this has changed significantly with the change of government in May 2022. It has set the world’s highest target for renewable energy deployment and launched key policies to achieve this ambitious goal, with business plans for renewables, energy storage and hydrogen emerging in quick succession. The plan is to increase the share of renewable energy from around 30% today to 82% by 2030. This exceeds Germany’s target of 80% by 2030. In addition, coal-fired power generation will be phased out by 2040. As a resource-rich country, Australia has overtaken Germany to become a world leader in renewable energy targets, and having watched Australia since 1997, I feel that becoming a ‘decarbonisation frontrunner’ is a natural progression in terms of the lifestyle and mindset of its people.
Western Australia is leading the way. Western Australia, which continued its ‘Zero New Coronavirus Strategy’ even after other states lifted their domestic travel restrictions as the new coronavirus outbreak was contained, is now driving the country’s economic development across the state, including Perth, and the progress is remarkable. As well as natural resources, industrial innovation is also booming. With the resumption of direct flights from Narita to Perth (All Nippon Airways) at the end of last year, the relationship between Japan and Western Australia is expected to strengthen further in the future.
【日本と西オーストラリア州の青少年のつながり】
オーストラリア政府のデータによると、西オーストラリア州に留学している日本人学生は1,000人を少し超える程度です（2023年度調べ）。これはシドニーまたはメルボルンなどの東海岸都市の3分の1に相当します。国別ランキングでは16位に位置しています。まだまだ認知度が低いようです。移民が住民の約40％を占める西オーストラリア州は、多文化が共生する地域であり、日本が学ぶべき点は数多くあります。
経済の活性化により人口が流入しているパース市及びその近郊では、中学校や高校の新設も相次いでいます。今年は西オーストラリア州政府の後援も受けています。多くの中学生・高校生に南半球の都市への関心を持ってもらい、未来へのヒントやインスピレーションを得ていただければ幸いです。
【Youth links between Japan and WA】
According to the Australian Government, there are just over 1,000 Japanese students studying in Western Australia (2023 survey). This is a third of the number of students in east coast cities such as Sydney or Melbourne. The state is ranked 16th in the world. It is still under-recognised. With migrants making up around 40% of the population, Western Australia is a multicultural region with much for Japan to learn.
In the city of Perth and its suburbs, where people are flocking as the economy revives, new junior high schools and high schools are being built. This year’s event is also supported by the Western Australian Government. I hope that many junior and senior high school students will develop an interest in the city in the southern hemisphere and gain inspiration for their future.
