前出のG Adolf Gymnasium等全国28校で始められている新しいカリキュラムを見ていく前に　エストニアの教育システムについて、日本との違いを知っておきたい。

エストニアには日本の「文部科学省」のように指導内容も含めて指導監督する役所はない。一定の学力の水準の定めは国／「教育研究省」がしているが　独自のカリキュラムを設計する責任がある学校のためのガイドラインにすぎない。それを達成する方法について　各学校は高いレベルの自主性を享受しているため「教科書」を好きなように活用できる：また　これらのトピックの一部のみを教えることも　課外活動に使用することもできる。

学校が責任感を持って教育に当たるので創造性（creativity）が発揮され、いい効果が得られる。また、生徒には16歳で基礎教育が終了する際に、クリエイティブ・アサインメント（creative assignment）を課すが、これは生徒各自が自由にエッセイを書くもので、自主学習を促す効果がある。

一方、ほとんどの児童・生徒は、1年生から12年生までの80％の同じコース/内容を学習する（ドイツやオランダでは、12歳で子供が3-4トラックに分かれている：職業・学問・ビジネスなど）。

今回の新しい情報教育のカリキュラムは　公式の全国統一カリキュラムではない。 しかし　無償で入手できる良質の教科書があれば　多くの学校はそれが「公式」でなくても教え始めるのである。

そもそも　アメリカでオバマ大統領の2009年就任後にSTEM教育が本格化し、年間で数十億ドルという予算が重点投資された。STEM教育を中心に、科学技術に優れた人材をより多く育成しようという国家的な戦略が進められたのだ。
一方、ヨーロッパではこれにARTが加わり、STEAM教育と呼ばれている。エストニアの情報教育カリキュラムによく表れている。

上記「情報教育カリキュラム」でもわかるように　初等教育低学年（小学校1年・7歳）から計画に従って行われる。

1年生のトピックスは次の３つである。
（１）デジタルアート
（２）コード（暗号学）
（３）デジタルセキュリティ

今回は（１）デジタルアートを見てみる。

このレッスンは小学校教員と児童がテクノロジーを使用して他の科目と統合し、さまざまなデジタルアートのトピックを完成させることを目的としている。目的は　さまざまなデジタルメディアの作成の可能性に精通し　より簡単な処理技術を習得し　実践的な活動を通じて新しいスキルと経験を習得することである。
この資料を使用して具体的な例を見てみよう。

「デジタルアート」はさらに3つのパートに分かれていて各10時間が費やされる。

パート１ コンピュータでの描画（10時間）
パート２画像とビデオの編集（11時間）
パート３ アニメーション、サウンド、3D（9時間）

ここではパート1の1時間目を見てみる。1時間目 描画。*TUXペイント（第1問/５問中）

*タックスペイントは、数多くのメディアで取り上げられている、3歳から12歳の子供向けの、フリーのお絵かきプログラムです。 タックスペイントは世界中の学校でコンピュータを用いたお絵かきの授業に使われています。 簡単な操作と楽しい効果音を兼ね備え、マスコットキャラクターが、プログラムを使ってお絵かきをする子供たちの案内役を務めます。日本語環境で使用する場合は、ボタンの文字や説明文などは、全てひらがなやカタカナのみで表示されます。
