「渡邉創太さんと行くブロックチェーン北欧スタディツアー」と銘打って、９月２日から９日までエストニア（タリンとタルトゥ）ならびにフィンランド（ヘルシンキとその周辺）を訪ねました。このツアーにはブロックチェーン関連起業家の渡邉さんを中心に大学生、新規起業を考えている参加者がチームとなって、一般ではなかなか紹介していただけないエストニア最大のブロックチェーン企業Guardtime社（写真）、

日本の企業とも協業している*CYBERNETICA社の要人とも面会し、今回のスタディツアーの言わば、注目の場所となりました。このスタディツアリングチームの真剣さをよく理解していただいていることが、迎えていただいた皆さんの表情や熱のこもった説明からも見てとれました。

日本からヘルシンキ空港（フィンランド）⇒ヘルシンキ港（２時間）⇒  時差はありますが、その日のうちに最初の目的地・エストニアの首都タリンに着くことができます。

エストニア、次の目的地・第２の都市タルトゥに向かいます。ここはタリンとは違う意味で、EU文化の中心地となりつつあるところで注目されています。

さらに空路ヘルシンキに向かいます。ここでは何といってもフィンランド教育は見逃せません。大学ではAalto（アールト）大学。特にIT関連起業家のコミュニティを形作っているA-Grid。中等教育ではLumo Educationは外せません。*PISAランクで世界１・２位を争う教育を行っているフィンランドに学ぼうと、日本からも訪れる人が多いですが、今の日本では50年経ってもまねできないことが、行ってみてわかります。少しショックを受けました。でもショックだけではいけないので、できることからやっていきたいと思っています。

今回のスタディツアーレポートは９月末に、参加者のそれぞれの立場（起業家、情報科学研究者、またそれを学ぶ学生、教育関係者など）から発表されます。このスタディツアーはこれで終わりではありません。第２弾も企画していきたいと思っています。

図らずも、スタディツアー最終日、ヘルシンキでは、日本-フィンランド外交樹立100周年のイベントが行われていました。ヘルシンキ空港は、日本から一番近いヨーロッパの玄関口として、日本の各主要空港とも結ばれています。今後、さらに発展してほしいと思える都市でした。

＊CYBERNETICA社…ICT立国のエストニアに於いて、電子政府の基盤となる、システム「X-Road」での政府機関データベース連携のセキュリティシステムの構築、電子投票ソフトウェアの開発を行うなど、電子政府プロジェクトで優れた実績を有しています。

＊PISA…OECDが進めている国際的な学習到達度に関する調査。読解力、数学的リテラシー、科学的リテラシーの３分野（実施年によって中心分野を設定）で調査を行う。日本ではその対象が高校１年生である。今回訪問したエストニア・フィンランドは３分野とも高いランクにあります。ICT教育について、初等教育低学年からのカリキュラムを見れば、国の施策や人材育成を意図をもって行っているエストニア・フィンランドの教育の凄さがわかります。詳しくはレポートに譲ります。

【English Version】

We visited Tallinn, Tartu in Estonia and Helsinki, its surroundings in Finland from the 2nd through 9th of September with the name of “Study Tour on Blockchain with Sota Watanabe”. This touring team consists of a blockchain-related entrepreneur and group leader, Sota, university students, educators and those who are planning to start up a new business.

We were able to call on key persons at ‘GUARDTIME,’ which is the largest blockchain company in Estonia (photo). And then we visited ‘CYBERNETICA,’ which is also working with a Japanese company, and these visits became featured places to us.

The understanding of the seriousness of this Study Touring Team can be seen from their facial expressions and passionate explanations of everyone who was greeted.

How do you get to Estonia?  From Japan to Helsinki Airport (Finland) ⇒Helsinki Port (2 hours by ferry)⇒ In spite of time difference, you can arrive in Tallinn, the capital of Estonia within the same day.

Our next destination, the second biggest city is Tartu. This is a different meaning from Tallinn, and is attracting attention as it is getting the centre of EU culture and an academic city.

We fly to the third destination, Helsinki in Finland. Finnish education is a must-see here. That is Aalto University. In particular, A-Grid forms a community of IT-related entrepreneurs. As for secondary education, you can’t miss the visit to Lumo School.  A lot of Japanese people come to study Finnish education every year, which has unique education system to compete for 1st and 2nd place in the world in the PISA rank. I was a little shocked. You can go and see that in Japan you can’t imitate them even after 50 years. But I shouldn’t feel just shock, so I want to start with what I can do.

Study Tour Report will be published at the end of September from each position (an entrepreneur, an information science researcher, a student, an educator, etc.). This study tour is not over. I want to plan the second edition.

Unexpectedly, on the last day of this study tour, Helsinki had a 100th anniversary event, because this year is the 100th year since Japan and Finland established diplomatic relations. Helsinki Airport is the closest European gateway to Japan and is connected to major Japanese airports. It is a city that I would like to see further development in the future.
