人口130万人　国土は九州と同程度という小国ながら　IT先進国として世界から今　注目されている国　バルト三国のひとつ　エストニア。今回はそのエストニアの真のデジタルネイティブ育成へ　エストニア早期IT教育戦略を打ち出すまでの道のりを少し振り返ってみたい。

政府関連組織「Tiger Leap基金」。Tiger Leap基金は1990年代後半から　国内の教育レベル向上を目的として　学校へのコンピュータ導入やネットワークインフラ整備に力を入れてきた。ITインフラのハード面の整備が一通り完了した段階で　次のフェーズとして始まったのが　2012年に開始した’Proge Tiiger’（プログラミング・タイガー）となる。小学生から高校生までを対象にした全国レベルのIT教育イニシアティブだ。プログラミングやロボット開発などを通じて　テクノロジーに関する基礎知識・スキルを醸成しようというもの。その成果の一端を今回見せていただいた。それが ‘IT Student’。どのクラスにも ‘IT Student’ がいる。

先日のブロックチェーンスタディツアーに参加した大学生がレポート（ https://sapphire-tokyo.jp/blog/1612/ )に書いているが　「日本の教育現場では教師がすべて知っていなければならず　また　すべての児童が同じ知識を持っていないといけないと考えることが一般的だが　教師ではなくても　得意な人が　たとえそれが児童であっても　得意な部分を担当すればよくて　その児童には興味のある部分をとことん勉強する機会が与えられる。この考え方で　教育をスムーズに進めているところに大きな違いを感じた。」まさに　ここが日本とエストニアの教育の考え方　在り方が大きく違うところであろう。

‘Proge Tiiger’では　小学校1年生からIT関連の知識・スキルを習得していくことになる。もちろんJavaやC++などのプログラミング言語も学習するが　それらのツールを使いこなすための「*ロジカル思考」の習得に重点が置かれる。ロジカル思考は　数学やロボット工学などでも重要になる基礎スキルとして捉えられているためだ。また　ここに日本とエストニアのプログラミング教育に対する考え方の違いがみられる。

日本のプログラミング教育は　コンピュータサイエンスへの言及はなく　プログラミングそのものを目的とすることが多い。それに対してエストニアを含む欧米でのプログラミング教育は　コンピュータサイエンスのごく一部に過ぎない。

このようなエストニアの教育戦略の効果は　2015年に実施された国際学力ランキング(PISA)でも見て取ることができる。PISAはOECDが進めている国際的な学習到達度に関する調査。読解力　数学的リテラシー　科学的リテラシーの３分野（実施年によって中心分野を設定）で調査を行う。日本ではその対象が高校１年生である。

エストニアの1人当たりGDPは約1万7000ドル。学力テスト上位のシンガポール・フィンランド・カナダなどはOECD諸国のなかでも比較的高い4〜5万ドル。このように経済力でかなり開きがあるなかでも高い教育レベルを実現しているエストニアの教育戦略に注目が集まるのは　不思議なことではないだろう。

1991年　旧ソ連崩壊とともにエストニアを含むバルト３国、第２の独立を迎える。

1990年代後半　Tiger Leap基金が学校へのコンピュータ導入やインフラ整備を開始。

2004年　ロジカル思考を教育に活かしていこうという流れからリトアニア・Vilnius大学の教授が中心となり 「ビーバーチャレンジ」が誕生。

2012年　エストニア政府、小学生～高校生対象　全国レベルのIT教育イニシアティブ開始。

2019年  IT教育新カリキュラムを185校中パイロット校28校で導入。

次回は新カリキュラムにスポットを当てる。

Estonia is one of the three Baltic countries that are currently attracting attention as an IT-advanced country, although it is a small country with a population of 1.3 million. This time, I would like to look back a little on the road to launching the Estonian early IT education strategy to foster the true digital native of Estonia.

A university student who participated in the blockchain study tour the other day wrote in the report (https://sapphire-tokyo.jp/blog/1612/), but “Teachers must know everything in Japanese-style education. It is common to think that all students must have the same knowledge, but in Estonia, even if they are not teachers, even if they are children, they can be allowed to be in charge of the parts they are good at. They can have an opportunity to study a certain part thoroughly. With this way of thinking, I felt that there was a big difference between Japan and Estonia in the way that education is proceeding smoothly .”

In ‘Proge Tiiger’, IT related knowledge and skills will be acquired from the first grade of primary schools. Of course, programming languages ​​such as Java and C ++ are also learned, but the emphasis on mastering “* logical thinking” to make full use of these tools. This is because logical thinking is regarded as an important basic skill in mathematics and robotics. This is also the difference between Japan and Estonia. in the way of thinking about programming education

In programming education in Japan, there is no mention of computer science, and it is often aimed at programming itself. On the other hand, programming education in Europe and the United States including Estonia is only a part of computer science.

The effects of Estonian educational strategies can be seen in the International Achievement Ranking (PISA) conducted in 2015. PISA is an international OECD study on learning achievement. Comprehension: Mathematical literacy and scientific literacy in three fields (the core field is set according to the implementation year). In Japan, the target is first-year high school students.

Estonia’s per capita GDP is about $ 17,000. Singapore, Finland, Canada, etc., which are ranked high in academic achievement tests, are relatively high among the OECD countries at 40,000 to 50,000 dollars. It is no wonder that attention has been focused on Estonian education strategies that have achieved a high level of education, even in such a wide range of economic power.
