エストニアが最先端の電子政府（e-Government）として世界をリードしているのをご存じだろうか？　*行政サービスの99%がオンラインで完結するため　こう呼ばれているのだが　バルト３国の一角にある人口134万人程の小さな国が　なぜこのような先進的なシステムを構築することが出来たのだろうか？

電子居住権(e-Residency)のIDカードに登録すれば選挙の投票さえもそれを使ってできてしまう。会社設立もできる。日本人の登録者も2019年初めに2,000名を超えているらしい。そこまで進んだ大きな要因に　旧ソ連時代の遺産（歴史的背景）があるのも事実。ただ私は　政治家の強い意思と 「独立」後（「第2の独立」と言われる1991年以降）の経済的自立の必要性　国民のデジタル社会の実現への理解と期待が背景にあるとみている。特に人材育成に欠かせない独自の情報教育は外せない。

この教育改革により、暗記一辺倒から課題解決型の教育を施した。その結果　スカイプ（Skype）やトランスファーワイズ（TransferWise）といった世界的なベンチャーが生まれたのである。これからの日本を考えるにあたって　国の規模が違うというだけで終わらせてしまうにはもったいない。

今回訪ねた政府機関の1つ ‘エストニア政府情報システム庁　(RIA)’ ブロックチェーン関連最大企業’Guardtime社’ さらには**X-road の中核技術をはじめ次々に新しいサービスを生み出している’Cybernetica社’などに集まってくる人材をエストニアではどのように教育しているのだろうか？

その教育システムに驚かされる。日本は　現状周回遅れどころか太刀打ちできない状況になっていることを認識する必要がある。

次回は　エストニアの情報教育（IT教育）のこれまでを振り返ってみる。

*紙での手続きが必要なのは残り1％、「結婚、離婚、不動産売却」のみだ。つまり、税金、医療、教育、交通などに関する行政サービスは、オンライン上で速やかに手続きを完了できるということになる。

**X-Road は分散されたデータベースをセキュアに連携させるプラットフォーム。各行政機関、医療機関、研究機関などを連携させることで、通常なら大量のペーパーワークが発生するような作業をワンストップで完了させることができ、電子国家エストニアの屋台骨と呼ばれている技術。

Do you know that Estonia leads the world as the most advanced e-Government? * It is called this way because 99% of the administrative services are completed online, but why a small country with a population of approximately 1.3 million in one corner of the Baltic three countries was able to build such an advanced system. I wonder?

If you register for an e-Residency ID card, you can even use it to vote for elections. You can establish a company. The number of Japanese registrants seems to have exceeded 2,000 in early 2019. It is also true that there is a legacy (historical background) of the former Soviet era as a major factor that has advanced so far. However, I believe that in the background, Estonian politicians have had strong wills, she needs to be financially independent, and that the people have shown understanding and expectation for the realization of a digital society after the ‘independence’ (after 1991, referred to as “second independence”). In particular, the unique information education that is indispensable for human resource development.

Through this educational reform, instead of memorializing, I gave a problem-solving education. As a result, global ventures such as Skype and TransferWise were born. When thinking about Japan in the future, it would be a waste to end just because the scale of the country is different.

How does Estonia educate human resources gathered at one of the government agencies, ‘Estonia Government Information System Agency (RIA)’, the largest blockchain related company, ‘Guardtime’ and ‘Cybernetica’, which is creating new services one after another, including the core technology of X-road?

I am surprised at the Estonian educational system. It is necessary to recognize that Japan is in a situation where it is not possible to beat the lap of the current situation.
