北九州市の公立小学校で新型コロナウイルスのクラスター（感染者集団）が発生したことを受け　文部科学省は小中学校と高校のPTAの全国組織に対し　政府専門家会議が提言した「新しい生活様式」の実践などを各家庭に呼びかけるよう文書で依頼しました。文科省が教育委員会を通さずに　PTA経由で保護者に協力を求めるのは異例です。

このニュースは教育のデジタル化において　日本がエストニアに周回遅れ以上のところにあることを表しています。なぜって？それはエストニアでは学校と家庭が透明性をもってオンラインで繋がっているからです。家庭が学校の役割を果たしています。学校が教育のすべてを担う時代はすでに終わっています。北九州のニュースはこれを示しています。

先日　あるテレビ番組で　エストニアがデジタル国家となりえたのは小さい国（人口130万人）だからだと結論づけていました。エストニアに着目されたのは素晴らしいと思いますが　これでは調査不足は否めません。実は　この背景にはエストニア政府のデジタル国家へまい進する強い意思と　国民全体の意識の高さがあります。

この三か月　オンライン授業やテレワークが推進されてはいますが　「９月入学」の事実上の棚上げ　各種手続きの電子印鑑導入への抵抗　マイナンバーカード運用面不備による現場の混乱が続いています。テクノロジーの先進国の日本にこれを克服することができないはずはありません。国がエストニアのブロックチェーンやXロードを本気で学び　採り入れる姿勢が望まれます。

さて　国際学力検査において　エストニアの教育はこの10年で　目を見張るものがあります。これは以前お知らせしたとおりです。その基本はコンピュータサイエンスの体系的に作られたカリキュラムだと思います。

当センターでは　その基盤となる「コンピュータ的思考」を鍛えるプログラム「ビーバーチャレンジ」を　世界の学校で休校が続いている中　アメリカ委員会のご協力で　3月から5月初めまで提供してまいりました。お陰様で滞りなく終了いたしました。今日は最終週（第5回）のシニア級のタスク（問題）の中から「制服を洗う」について東京大学情報科学科の4年生に解説をしてもらいます。

In response to the outbreak of a new coronavirus cluster (a group of infected people) at a public primary school in Kitakyushu(North Kyushu City), the Ministry of Education, Culture, Sports, Science and Technology (MEXT) has proposed to the nationwide organization of primary and secondary schools of PTA, a “new lifestyle” proposed by a government expert meeting. They asked each family by documents to practice it. It is unusual for the Ministry of Education to ask parents to cooperate via the PTA without going through the Board of Education.

This news reveals that Japan is more than a lap behind Estonia in digitizing education. Why? In Estonia, schools and families are transparently connected online. The family plays the role of school. The days when schools are responsible for the whole education are over. The news above shows this to us.

The other day, one TV show concluded that Estonia could be a digital nation because it was a small country (population 1.3 million). I think it’s wonderful that the focus was on Estonia, but I have to say that this conclusion is insufficient research. In fact, behind this situation is the strong willingness of the Estonian government to move toward a digital nation and the high awareness of the whole nation.

Although online lessons and telework have been promoted for the past three months, the fact that “Enrollment in September” has been effectively left open, the resistance to the introduction of electronic seal stamps for various procedures, and the site confusion due to inadequacies in ‘My- Number’ card operation have been caused. I believe, Japan, a technologically advanced country, cannot afford to overcome this situation. I hope that the government will seriously learn Estonia’s Blockchain technology and X-Road and adopt them.

By the way, in the international scholastic ability test, education in Estonia has been remarkable in the last 10 years. This is as we previously announced. I think that the basis is a systematic curriculum of computer science.

Our centre has provided a program “Beaver Challenge” that trains “computing thinking” which is the foundation of the program from March to the beginning of May with the cooperation of the American Committee while the schools around the world are closed.  Thanks to you, it was finished without delay. Today, we will ask one student of the Department of Information Science of the University of Tokyo to explain about ‘Washing uniforms’ from the tasks (problems) of the senior class in the final week (5th).　Sorry for only Japanese!
